Part Three will examine a potential Trump-Vance administration.\u00a0<\/em><\/p>\n<p class=\"article-paragraph skip\">Democratic presidential candidate Kamala Harris has been explicit: If elected, her administration <a href=\"https:\/\/www.axios.com\/2024\/10\/17\/kamala-harris-fox-news-interview-bret-baier\" rel=\"noreferrer noopener\" target=\"_blank\">will not be a cut-and-paste version<\/a> of the Biden administration, in which she served as vice-president.<\/p>\n<p class=\"article-paragraph skip\">For many conservation leaders, that\u2019s a welcome statement. After four years of a Trump presidency that, while chaotic and fractious, was actually pretty good for core hunting, fishing, firearms, and conservation issues, the subsequent Biden administration was generally a disappointment for American sportsmen and women.<\/p>\n<p class=\"article-paragraph skip\">\u201c[During] Trump\u2019s administration, there was genuine concern that his Interior Secretary would turn Western lands into gas fields and his Agriculture Secretary would let Big Ag run our Farm Bill. We expected the Biden administration would be overall good for conservation,\u201d said the CEO of a sportsmen\u2019s organization who asked not to be named. Because most non-profit conservation groups are prohibited from endorsing or even commenting on political candidates, many talked to <em>Outdoor Life<\/em> on the condition that neither their names nor the names of their organizations would be used in election-season reporting.<\/p>\n<p class=\"article-paragraph skip\">\u201cBut [under Biden] we got climate policy instead of hunting-and-fishing policy, we got <a href=\"https:\/\/www.doi.gov\/ocl\/tribal-co-management-federal-lands\" rel=\"noreferrer noopener\" target=\"_blank\">tribal co-management<\/a> of public lands instead of reinvesting in infrastructure of the BLM and the National Wildlife Refuge System, and we got policies built around biodiversity and social justice instead of wildlife habitat and public access.\u201d<\/p>\n<p class=\"article-paragraph skip\">Harris\u2019 campaign says it\u2019s unfair to judge her potential presidency, with Minnesota Gov. Tim Walz as vice-president, as a continuation of a Biden administration.<\/p>\n<p class=\"article-paragraph skip\">So how might a Harris-Walz administration manage America\u2019s public lands, wildlife resources, and natural-resource agencies, and what would the conservation priorities of a Harris-Walz administration look like? And importantly, what firearms laws and restrictions might a Harris-Walz administration look to implement?\u00a0<\/p>\n<p class=\"article-paragraph skip\">Most of those are big unknowns that aren\u2019t expected to be answered before the election in just two weeks, partly because Harris has been a presidential candidate for only <a href=\"https:\/\/www.msnbc.com\/opinion\/msnbc-opinion\/kamala-harris-100-day-campaign-history-rcna163541\" rel=\"noreferrer noopener\" target=\"_blank\">100 days<\/a>, and partly because sportsmen\u2019s issues aren\u2019t driving most <a href=\"https:\/\/www.pewresearch.org\/politics\/2024\/09\/09\/issues-and-the-2024-election\/\" rel=\"noreferrer noopener\" target=\"_blank\">national dialogue<\/a> around the presidential race<\/p>\n<p class=\"article-paragraph skip\">But here\u2019s what we know \u2014 and what our sources speculate about \u2014 the Harris-Walz ticket on a number of issues important to America\u2019s hunters, anglers, shooters, and conservationists. A former district attorney and California attorney general, she has been characterized both as \u201c<a href=\"https:\/\/www.latimes.com\/politics\/story\/2024-10-18\/2024-election-harris-california-prosecutor\" rel=\"noreferrer noopener\" target=\"_blank\">tough on crime<\/a>\u201d <a href=\"https:\/\/oag.ca.gov\/history\/32harris\" rel=\"noreferrer noopener\" target=\"_blank\">by fellow prosecutors<\/a> and soft on gun ownership rights <a href=\"https:\/\/www.nraila.org\/articles\/20241014\/kamala-harris-claims-to-own-a-glock-but-supported-handgun-bans-for-you\" rel=\"noreferrer noopener\" target=\"_blank\">by the NRA<\/a>. She has called gun violence in America, where guns are the <a href=\"https:\/\/www.nejm.org\/doi\/full\/10.1056\/NEJMc2201761\" rel=\"noreferrer noopener\" target=\"_blank\">leading cause of death<\/a> in children under age 18, an \u201c<a href=\"https:\/\/www.barrons.com\/news\/harris-says-time-to-end-this-epidemic-of-us-gun-violence-ec1daeed\" rel=\"noreferrer noopener\" target=\"_blank\">epidemic<\/a>.\u201d And she has guided the Biden administration\u2019s gun policy as she oversees the White House Office of Gun Violence Prevention.<\/p>\n<p class=\"article-paragraph skip\">Despite Harris\u2019 long history of working on gun policy, which has included wonky provisions for gun buybacks, stricter restrictions on gun ownership with universal background checks, and investment in mental health resources, Lawrence Keane has a quick read on her objectives.<\/p>\n<p class=\"article-paragraph skip\">\u201cShe\u2019s a gun-grabber, what more do you need to know?\u201d says Keane, senior vice president for governmental affairs at the <a href=\"https:\/\/www.nssf.org\/\" rel=\"noreferrer noopener\" target=\"_blank\">National Shooting Sports Foundation<\/a>. \u201cShe thinks banning guns will make us safer. It doesn\u2019t make us safer. The industry isn\u2019t the bad guys. Responsible gun owners aren\u2019t the problem. We\u2019re part of the solution.\u201d<\/p>\n<p class=\"article-paragraph skip\">But others think that\u2019s a rush to judgment.<\/p>\n<p class=\"article-paragraph skip\">\u201cI think the characterization that some in the hunting and shooting and gun-rights community have of her as an anti-gun candidate is exaggerated,\u201d says Patrick Berry, CEO of <a href=\"https:\/\/www.backcountryhunters.org\/\" rel=\"noreferrer noopener\" target=\"_blank\">Backcountry Hunters &amp; Anglers<\/a>. \u201cBut it\u2019s also understandable, because we haven\u2019t heard much of her wider conservation priorities, or what she would emphasize if she\u2019s elected.\u201d<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-national-assault-weapons-ban\">National Assault Weapons Ban<\/h3>\n<p class=\"article-paragraph skip\">Harris\u2019 documented stance on most firearms policies is informed by her desire to reduce gun violence, from high-profile school shootings to suicide to crimes enabled by guns. To achieve that goal, she would generally attempt to restrict the number and type of firearms sold in America, and impose requirements on gun owners.<\/p>\n<p class=\"article-paragraph skip\">The biggie, according to most campaign-watchers, is a reinstatement of the 1994 ban on \u201cassault-style\u201d weapons. Harris <a href=\"https:\/\/www.youtube.com\/watch?v=sd6gen4Z-gM\" rel=\"noreferrer noopener\" target=\"_blank\">made comments<\/a> in September calling for return of the federal ban that would restrict sale and distribution of the AR-15 platform, the weapon often used in high-profile mass shootings and also the most-purchased type of firearm in America. Any measure that ends sales of these guns seems even more extreme now since the magazine-capacity and cosmetic attributes covered in a ban \u2014 not to mention the platform itself \u2014 are more normalized than they were when the ban took effect during the Clinton administration. The 1994 ban expired in 2004, and many hunting and firearms-rights groups have made it a main goal to avoid any future bans.<\/p>\n<p class=\"article-paragraph skip\">Among the other sporting firearms that might be included in a ban are some semi-auto turkey shotguns with pistol grips, rifles with extended magazines, and guns with flash suppressors and certain muzzle brakes.<\/p>\n<p class=\"article-paragraph skip\">It\u2019s worth noting that an assault weapons ban implemented through executive order would probably face legal challenges and could come before the conservative Supreme Court, which <a href=\"https:\/\/www.scotusblog.com\/2024\/06\/supreme-court-strikes-down-bump-stock-ban\/\" rel=\"noreferrer noopener\" target=\"_blank\">overturned a Trump ban on bump stocks<\/a> on the grounds of administrative overreach.<\/p>\n<p class=\"article-paragraph skip\">An assault weapons ban is likely only part of a Harris administration\u2019s approach to reducing gun violence. Other measures could include extension of <a href=\"https:\/\/www.cbsnews.com\/news\/what-are-red-flag-laws-do-they-work-prevent-gun-violence\/\" rel=\"noreferrer noopener\" target=\"_blank\">red-flag laws<\/a>, safe storage laws, and investments in mental-health screening and therapy intended to reduce not only mass shootings but also the high rate of suicide by firearm in America. She is also likely to continue the <a href=\"https:\/\/www.whitehouse.gov\/ogvp\/\" rel=\"noreferrer noopener\" target=\"_blank\">White House Office of Gun Violence Prevention<\/a>, which some pro-gun groups think gave gun-control organizations undue access and influence over administration policy.<\/p>\n<p class=\"article-paragraph skip\">Harris said in a <a href=\"https:\/\/www.c-span.org\/video\/?538729-1\/president-biden-vice-president-harris-deliver-remarks-combating-gun-violence\" rel=\"noreferrer noopener\" target=\"_blank\">White House speech<\/a> in September that \u201cit is a false choice to suggest that you are either in favor of the Second Amendment or you want to take everyone\u2019s guns away. I am in favor of the Second Amendment, and I believe we need to reinstate the assault weapons ban and have universal background checks, safe storage laws, and red flag laws.\u201d<\/p>\n<p class=\"article-paragraph skip\">Harris supported an <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/09\/26\/fact-sheet-president-biden-and-vice-president-harris-announce-additional-actions-to-reduce-gun-violence-and-save-lives\/\" rel=\"noreferrer noopener\" target=\"_blank\">executive order<\/a> Biden signed in September that creates a new \u201cemerging firearms threats task force\u201d that will crack down on rapid-fire bump stocks and unserialized 3D-printed firearms parts. She also supports universal background checks for gun purchases, extending enhanced federal checks to gun buyers under the age of 21, and expanding the government\u2019s collection of gun-violence data.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-harris-as-a-gun-owner\">Harris as a Gun Owner<\/h3>\n<p class=\"article-paragraph skip\">Kamala Harris is a gun owner. She made that public declaration first in her <a href=\"https:\/\/www.cnn.com\/2019\/04\/11\/politics\/kamala-harris-gun-owner\/index.html\" rel=\"noreferrer noopener\" target=\"_blank\">unsuccessful 2019 presidential campaign<\/a>, and again in her September debate with former president Trump. She owns a Glock semi-auto handgun, and she said later in an <a href=\"https:\/\/thehill.com\/homenews\/campaign\/4920849-harris-glock-60-minutes\/\" rel=\"noreferrer noopener\" target=\"_blank\">interview with CBS\u2019s 60 Minutes<\/a> that she shoots it at a range, and that she owns it for <a href=\"https:\/\/fortune.com\/2024\/09\/20\/kamala-harris-oprah-gun-owner\/\" rel=\"noreferrer noopener\" target=\"_blank\">personal defense<\/a>. It\u2019s unclear what model Glock she owns, or if it\u2019s a version that\u2019s <a href=\"https:\/\/www.nbcnews.com\/politics\/kamala-harris\/kamala-harris-criticism-owning-glock-gun-rcna174534\" rel=\"noreferrer noopener\" target=\"_blank\">legal to possess<\/a> in California, where she was an assistant district attorney, a district attorney, and later the state\u2019s attorney general. While she\u2019s gotten heat for owning a handgun in gun-restrictive California, most states allow a possession exception for active law enforcement officers, including states\u2019 attorneys.\u00a0<\/p>\n<p class=\"article-paragraph skip\">That\u2019s not enough for Keane, himself a former prosecutor.<\/p>\n<p class=\"article-paragraph skip\">\u201cMost DA\u2019s carry briefcases, not handguns,\u201d he says. \u201cI\u2019m not saying Harris isn\u2019t qualified to carry, but her statement that she owns a gun raises at least as many questions as it answers, especially if she claims she acquired it in the furtherance of her official duties. I\u2019d have to ask, what official duties?\u201d<\/p>\n<p class=\"article-paragraph skip\">Beyond the personal, Keane and other pro-gun activists are troubled by Harris\u2019 role overseeing the Biden White House\u2019s <a href=\"https:\/\/www.cnn.com\/2024\/09\/26\/politics\/biden-executive-order-gun-violence\/index.html\" rel=\"noreferrer noopener\" target=\"_blank\">Office of Gun Violence Prevention<\/a>, which has pursued policies aimed at curbing gun violence by revising public school active-shooter drills, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/03\/23\/fact-sheet-vice-president-harris-announces-gun-safety-solutions-while-continuing-efforts-to-keep-schools-safe-from-gun-violence\/\" rel=\"noreferrer noopener\" target=\"_blank\">enacting red-flag laws<\/a> to temporarily confiscate guns from owners deemed a societal risk, and placing restrictions on \u201c<a href=\"https:\/\/abcnews.go.com\/US\/ghost-guns-showing-school-shootings-experts-fear-trend\/story?id=83346844\" rel=\"noreferrer noopener\" target=\"_blank\">ghost guns<\/a>,\u201d firearms that can be assembled from unserialized parts, as well as gun parts that can convert semi-automatics to fully automatic operation.<\/p>\n<p class=\"article-paragraph skip\">Restrictions on gun ownership are ineffective, says Keane, who believes Harris will perpetuate the Biden administration\u2019s \u201ccozy\u201d<a href=\"https:\/\/www.guns.com\/news\/2024\/07\/22\/vice-president-kamala-harris-gun-control\" rel=\"noreferrer noopener\" target=\"_blank\"> relationship<\/a> with gun-control groups like <a href=\"https:\/\/www.everytown.org\/\" rel=\"noreferrer noopener\" target=\"_blank\">Everytown<\/a> and <a href=\"https:\/\/giffords.org\/about\/\" rel=\"noreferrer noopener\" target=\"_blank\">former congresswoman Gabby Giffords\u2019<\/a> organization focused on reducing gun violence in America.<\/p>\n<p class=\"article-paragraph skip\">\u201cShe\u2019s a hard-core anti-gun,\u201d says Keane. \u201cShe\u2019s never seen a gun-control measure she didn\u2019t support. She\u2019s in favor of confiscation. She calls it \u2018<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-06\/kamala-harris-supports-mandatory-buyback-of-assault-weapons?embedded-checkout=true\" rel=\"noreferrer noopener\" target=\"_blank\">mandatory buy-back<\/a>.\u2019 Well, in my book that\u2019s confiscation.\u201d<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-walz-on-guns\">Walz on Guns<\/h3>\n<p class=\"article-paragraph skip\">Harris\u2019 running mate, Minnesota Gov. Tim Walz, has <a href=\"https:\/\/www.foxnews.com\/politics\/walz-mocked-after-being-caught-video-struggling-load-his-own-shotgun\" rel=\"noreferrer noopener\" target=\"_blank\">been mocked<\/a> for what appears to be his awkward handling of his shotgun, a semi-auto Beretta, during the Minnesota pheasant opener. But Walz, who grew up in rural Nebraska and is a life member of Pheasants Forever, is a former recipient of the <a href=\"https:\/\/www.npr.org\/2024\/09\/05\/nx-s1-5094922\/school-shooting-guns-democrats-tim-walz-nra-election\" rel=\"noreferrer noopener\" target=\"_blank\">NRA\u2019s \u201cA\u201d rating<\/a> on gun issues, and as a congressman and co-chair of the Congressional Sportsmen\u2019s Caucus, was frequently <a href=\"https:\/\/www.theoutdoorwire.com\/story\/1305180107xjjb9zkm1tz\" rel=\"noreferrer noopener\" target=\"_blank\">top gun<\/a> at the Congressional Sportsmen\u2019s Foundation clays shoot.<\/p>\n<p class=\"article-paragraph skip\">\u201cHe had a bad moment when the cameras were rolling,\u201d said another unnamed conservation leader of Walz\u2019s Minnesota pheasant hunt, \u201cbut I\u2019ve shot [trap] with and against him, and he definitely knows how to handle a shotgun.\u201d<\/p>\n<p class=\"article-paragraph skip\">Walz, who appears to be the campaign\u2019s point person on hunting, conservation, and gun issues, has reiterated his support for temporary red-flag confiscations as well as his <a href=\"https:\/\/www.mprnews.org\/story\/2018\/02\/20\/in-about-face-walz-backs-assault-weapons-ban-for-minnesota\" rel=\"noreferrer noopener\" target=\"_blank\">support for an assault weapons ban<\/a>. As Minnesota governor, Walz has proposed temporary protection orders in certain circumstances.<\/p>\n<p class=\"article-paragraph skip\">\u201cExpanded background checks and especially the <a href=\"https:\/\/dps.mn.gov\/Pages\/red-flag-law.aspx\" rel=\"noreferrer noopener\" target=\"_blank\">extreme risk protection orders<\/a> are two things that don\u2019t infringe on your Second Amendment rights,\u201d Walz told <em>Outdoor Life <\/em>following the Minnesota pheasant hunt. \u201cThey make great sense. And we know especially with the extreme risk protection order, a lot of that is families protecting folks from suicide.\u201d<\/p>\n<p class=\"article-paragraph skip\">Walz, who received an <a href=\"https:\/\/www.mprnews.org\/story\/2024\/08\/14\/walz-nra-guns-policy-track-record-minnesota\" rel=\"noreferrer noopener\" target=\"_blank\">\u201cF\u201d rating from the NRA<\/a> during his 2018 gubernatorial race, says it\u2019s incorrect to call temporary protection orders a \u201cconfiscation\u201d of firearms. Along with temporary removal of guns from an at-risk owners\u2019 household, the measures provide a legal mechanism to allow owners to regain access to their firearms once the risk has passed.<\/p>\n<p class=\"article-paragraph skip\">\u201cWe\u2019ve had the extreme risk protection order implemented multiple times in Minnesota,\u201d says Walz. \u201cSometimes you\u2019re proving a bit of a negative, but I\u2019m convinced we probably saved folks [by intervening].\u201d<\/p>\n<p class=\"article-paragraph skip\">Walz says that, instead of \u201cgrabbing guns,\u201d a potential Harris administration wants to devote more resources to understanding the cause and effect of firearms-related fatalities, starting with removing prohibitions on research that might quantify the extent of gun violence in America.<\/p>\n<p class=\"article-paragraph skip\">\u201cI think the industry is making a huge mistake [in <a href=\"https:\/\/www.nssf.org\/articles\/rebranding-crime-as-public-health-is-a-bad-prescription\/\" rel=\"noreferrer noopener\" target=\"_blank\">supporting limits on research<\/a>] because the public is overwhelmingly against them. Look, I buy their products. I\u2019m a gun owner. But when one of the top three causes of death of our children is firearms and yet we can\u2019t research what\u2019s behind it, what do they fear doing the research on?\u201d<\/p>\n<p class=\"article-paragraph skip\">An assault-weapons ban, which could include semi-automatic shotguns with pistol grips and extended magazines, AR-style rifles with 30-round magazines, and guns with folding stocks, wouldn\u2019t restrict most traditional firearms, says Walz, who also advocates mandatory safe storage of firearms.<\/p>\n<p class=\"article-paragraph skip\">In the context of mass shootings in America, says Walz: \u201cI think all of us need to recognize there can\u2019t just be an endless have whatever you want<em>.<\/em> [There are] countries that have firearm rights \u2014 Finland as an example \u2014 but they don\u2019t have these mass shootings. Just put a trigger lock on your weapon. That could be a change from the <a href=\"https:\/\/www.eenews.net\/articles\/a-lead-ammo-compromise-incentives-edge-out-bans\/\" rel=\"noreferrer noopener\" target=\"_blank\">current arrangement<\/a> in which lead ammunition is mainly discouraged (it\u2019s banned <a href=\"https:\/\/wildlife.org\/usfws-expands-hunting-phases-out-lead-ammunition-at-specified-refuges\/\" rel=\"noreferrer noopener\" target=\"_blank\">on others<\/a>) on many federal properties, but instead of a wider ban, hunters and shooters are <a href=\"https:\/\/nonleadpartnership.org\/\" rel=\"noreferrer noopener\" target=\"_blank\">educated about the environmental impacts<\/a> of lead <a href=\"https:\/\/www.outdoorlife.com\/conservation\/federal-incentive-program-non-lead-ammo-rebates\/\">and incentivized<\/a> to switch to non-lead projectiles.<\/p>\n<p class=\"article-paragraph skip\">\u201cLooking ahead to a possible Harris administration, I could see a scenario where bans on lead ammo move beyond hunting and start to be applied to recreational shooting,\u201d said a conservation leader who asked not to be named because of their expectation to work with either administration. \u201cAnd I can foresee additional closures of BLM and U.S. Forest Service land to recreational shooting.\u201d<\/p>\n<p class=\"article-paragraph skip\">That perspective is rooted in two recent high-level executive actions by the Biden administration. The first, included in the U.S. Fish and Wildlife Service\u2019s \u201c<a href=\"https:\/\/www.fws.gov\/press-release\/2024-08\/service-promotes-public-access-hunting-and-fishing\" rel=\"noreferrer noopener\" target=\"_blank\">Hunt Fish Rule<\/a>\u201d governing approved activities on national wildlife refuges, is a \u201cmixed bag\u201d for sportsmen because while the USFWS proposed opening an additional 112,000 acres of federal wildlife refuges to hunting, rules would require hunters to use non-lead ammunition on the newly opened properties.<\/p>\n<p class=\"article-paragraph skip\">The second is this month\u2019s release of the final draft of the Bears Ears National Monument management plan in Utah. The specific priorities articulated on the <a href=\"https:\/\/www.huntersanglers4harris.com\/\" rel=\"noreferrer noopener\" target=\"_blank\">campaign\u2019s website<\/a> include conserving wild places, expanding outdoor opportunities, and protecting the Second Amendment.<\/p>\n<p class=\"article-paragraph skip\">But those are pretty thin and unsurprising policy prescriptions to sustain an outdoor recreation industry that last year alone generated $3.3 billion in hunting and fishing licenses and tax revenue from the sale of guns, ammunition, and fishing tackle. Especially considering longer-term trends \u2014 loss of wildlife habitat and traditional recreation access, declining biodiversity, changing climatic trends, and ballot initiatives and regulations that increasingly prohibit or discourage traditional hunting and trapping \u2014 most conservation leaders are looking for more resolute signs a Harris administration is heeding, or even hearing, their priorities.<\/p>\n<p class=\"article-paragraph skip\">Those goals are outlined in an influential briefing paper, <a href=\"https:\/\/wildlifemanagement.institute\/outdoor-news-bulletin\/september-2024\/american-wildlife-conservation-partners-release-conservation#:~:text=On%20September%2011%2C%20the%20American,and%20protecting%20our%20outdoor%20traditions.\" rel=\"noreferrer noopener\" target=\"_blank\">Wildlife For the 21<sup>st<\/sup> Century<\/a>, that includes issues and consensus policy recommendations from 52 conservation organizations that call themselves American Wildlife Conservation Partners. The document has been developed every four years since 2000 and is a well-considered and detailed set of priorities. This year\u2019s version, shorthanded to W-21, was distributed to both presidential campaigns in September, says Taylor Schmitz, director of federal relations for the Congressional Sportsmen\u2019s Foundation and W-21\u2019s chairman.<\/p>\n<p class=\"article-paragraph skip\">It\u2019s unclear whether either campaign has developed policy statements or positions based on W-21.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-a-focus-on-green-energy-and-biodiversity\">A Focus on Green Energy and Biodiversity<\/h3>\n<p class=\"article-paragraph skip\">Just about the only on-the-record evidence that Harris would support traditional hunting and fishing activities is her campaign\u2019s commitment to \u201cexpanding outdoor opportunities\u201d noted on the hunting and fishing coalition website.<\/p>\n<p class=\"article-paragraph skip\">Would a Harris administration continue to support private-land habitat easements, as the Biden administration has done? Without a renewed Farm Bill, these alternative programs provide habitat and, in some cases, recreational access. Would a Harris administration continue to promote expansion of hunting and fishing opportunities on refuges and other public lands?<\/p>\n<p class=\"article-paragraph skip\">Because there\u2019s so little on the record, conservation leaders are basing some of their expectations of a Harris administration on Biden\u2019s record, but they\u2019re generally sanguine in their assessments.<\/p>\n<p class=\"article-paragraph skip\">\u201cI think we have to expect a heavy focus on biodiversity and climate change\u201d in policies across federal agencies, said a conservation leader. \u201cI think we see continued expansion of solar and wind development, potentially in unfragmented sage-steppe and grassland ecosystems.\u201d<\/p>\n<p class=\"article-paragraph skip\">Earlier this year the BLM released its plan for <a href=\"https:\/\/www.blm.gov\/press-release\/bureau-land-management-releases-proposed-western-solar-plan\" rel=\"noreferrer noopener\" target=\"_blank\">solar-energy development<\/a> on Western public lands, and while conservationists generally fear widespread <a href=\"https:\/\/www.politico.com\/news\/agenda\/2020\/10\/07\/trump-public-lands-deal-426773\" rel=\"noreferrer noopener\" target=\"_blank\">fossil fuel extraction<\/a> under a Trump administration, they\u2019re equally worried about widespread renewable-energy facilities on fragile rangelands.<\/p>\n<p class=\"article-paragraph skip\">Insiders point out that the next president might not have the last, or even the first, word in funding for large-scale conservation projects.<\/p>\n<p class=\"article-paragraph skip\">\u201cDepending on the makeup of Congress, there could be significant investments into conservation,\u201d said the leader. Nobody we talked to thinks the expired Farm Bill will become law before the new president is inaugurated. The Farm Bill provides roughly $6 billion annually for conservation, mainly on private lands, and the last federal infrastructure bill provided over $40 billion over five years for access, conservation, and capital improvements to federal facilities. But if a Republican Congress balks at spending, there could be relatively little federal money available for conservation work.<\/p>\n<p class=\"article-paragraph skip\">The Biden administration has poured billions of dollars into conservation work. Most of it was passed as \u201cclimate resiliency\u201d work under the auspices of the $670 billion <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/08\/16\/statement-from-vice-president-kamala-harris-on-the-inflation-reduction-act-anniversary\/\" rel=\"noreferrer noopener\" target=\"_blank\">Inflation Reduction Act<\/a>, passed by a deadlocked Senate on vice president Harris\u2019 tie-breaking vote. The Department of the Interior has been distributing its <a href=\"https:\/\/www.doi.gov\/inflation-reduction-act\" rel=\"noreferrer noopener\" target=\"_blank\">$6.4 billion share<\/a> of the funds to partners (like the Mule Deer Foundation, National Wild Turkey Federation, and Backcountry Hunters &amp; Anglers) to do wildfire mitigation and habitat stewardship work, to address water-delivery infrastructure across the drought-prone West, and to restore impaired ecosystems. That huge amount of money is unlikely to be available again in the near future.<\/p>\n<p class=\"article-paragraph skip\">While some wildlife conservation leaders are confident a Democrat president will support large funding packages, others are mindful that the Biden administration whiffed on an opportunity to support traditional hunting and hunters in a <a href=\"https:\/\/www.outdoorlife.com\/conservation\/wildlife-refuge-predator-control-rule\/\">controversial wildlife refuge plan<\/a>, called BIDEH for short, earlier this year. Walz said a Harris-Walz administration would uphold traditional conservation programs and funding mechanisms.<\/p>\n<p class=\"article-paragraph skip\">\u201cWhat you would see is upholding the <a href=\"https:\/\/www.fws.gov\/program\/wildlife-restoration\" rel=\"noreferrer noopener\" target=\"_blank\">Pittman-Robertson Act<\/a> and obviously leaning into the conservation title of the Farm Bill, which is our great working lands bill,\u201d Walz told <em>Outdoor Life<\/em>. \u201cBoth of these are models for the rest of the world.\u201d<\/p>\n<p class=\"article-paragraph skip\">Walz noted the provisions of the controversial <a href=\"https:\/\/www.project2025.org\/\" rel=\"noreferrer noopener\" target=\"_blank\">Project 2025<\/a>, a document compiled by the conservative Heritage Foundation that calls itself the \u201cpresidential transition project\u201d for an incoming Republican candidate, presumably Trump.<\/p>\n<p class=\"article-paragraph skip\">\u201c[Our position] is in contrast to Project 2025 and <a href=\"https:\/\/investigatemidwest.org\/2024\/07\/19\/farm-programs-usda-would-shrink-under-project-2025-goals-for-ag\/\" rel=\"noreferrer noopener\" target=\"_blank\">getting rid of CRP<\/a> and the conservation titles of the Farm Bill,\u201d Walz said. \u201cI can\u2019t even believe that there are Republicans who would think that\u2019s not ridiculous, because my ag producers, they love [the CRP program]. And if we\u2019re gonna ask [farmers] to take marginal lands out of production, that costs them income and we all benefit from it. That\u2019s the beauty of this\u2026 We share in it. We all are protecting it and the farmer should get that [revenue]. That\u2019s not a subsidy to the farmer. That\u2019s a way to protect these lands.\u201d<\/p>\n<p class=\"article-paragraph skip\">There appears to be another point of differentiation between a Harris-Walz and Trump-Vance administration. Many Western Republicans, along with Vance, have promoted the idea of alleviating America\u2019s shortage of affordable housing by <a href=\"https:\/\/x.com\/business\/status\/1841304056372830686\" rel=\"noreferrer noopener\" target=\"_blank\">developing homesites on federal land<\/a> near urban centers. It\u2019s an idea that\u2019s been hotly opposed by <a href=\"https:\/\/www.outdoorlife.com\/opinion\/public-lands-affordable-housing\/\">public-land advocates<\/a> who claim that privatizing public land is short-sighted and would benefit wealthy real estate developers.<\/p>\n<p class=\"article-paragraph skip\">\u201cYou heard Senator Vance in the debate say they\u2019re gonna build houses and drill on federal lands,\u201d Walz told <em>Outdoor Life<\/em>. \u201cI don\u2019t know how that\u2019s going to work. I don\u2019t know where those federal lands are around Minneapolis, and we know that the federal lands are the ones that are most protected and they are for our use.\u201d<\/p>\n<p class=\"article-paragraph skip\">In his debate response after Vance proposed the idea of developing federal land for affordable housing units, Walz pushed back on the idea, calling himself \u201csomeone who cares deeply about our national parks and our federal lands.\u201d<\/p>\n<p class=\"article-paragraph skip\">It should be noted that Harris has also proposed <a href=\"https:\/\/mailchi.mp\/press.kamalaharris.com\/vice-president-harris-lays-out-agenda-to-lower-costs-for-american-families\" rel=\"noreferrer noopener\" target=\"_blank\">repurposing federal lands<\/a> for housing.<\/p>\n<p class=\"article-paragraph skip\">One source noted that when he was in Congress, Tim Walz was \u201cgenerally very good on our [conservation] issues. He was a traditional Midwest moderate Democrat, good on rural issues and generally pretty moderate on social issues.\u201d<\/p>\n<p class=\"article-paragraph skip\">Not all Minnesota outdoorsmen view Walz as a moderate, and the Minnesota Deer Hunters Association withdrew support from the <a href=\"https:\/\/www.nrahlf.org\/articles\/2023\/5\/30\/minnesota-deer-hunters-association-to-skip-2023-governor-s-deer-opener\/\" rel=\"noreferrer noopener\" target=\"_blank\">Governor\u2019s deer hunt in 2023<\/a> due to his stances on firearms restrictions and wolf management. However, in his interview with <em>Outdoor Life<\/em>, Walz leaned into his moderation.<\/p>\n<p class=\"article-paragraph skip\">\u201cHaving served in Congress, having been the co-chair of the Sportsmen\u2019s Caucus, [I worked on] expanding that caucus, talking about the economic impact that outdoor activity makes for this country. It\u2019s bigger than pharmaceuticals and auto manufacturing. I think you\u2019ll see this, and you saw it for me as governor, I think the vice president talks about this, this ability to work with producers on those working land bills that work best.<\/p>\n<p class=\"article-paragraph skip\">\u201cWe\u2019ve done it here [in Minnesota]. We have a voluntary ag water quality certification project. We\u2019ve enrolled over a million acres of marginal land near waters that farmers themselves have voluntarily set aside. Walk-in access is critical. We\u2019re very proud of that here in Minnesota \u2026 One of the things with hunting, you have to have access. If you\u2019re not a landowner, that\u2019s a barrier. I saw that once I moved to Mankato [Minnesota]. When I was in Nebraska, all of the land [I hunted] was either my family\u2019s or neighbor\u2019s. So I think, I would certainly council that we [should support walk-in-access].\u201d<\/p>\n<p class=\"article-paragraph skip\">Walz also told <em>Outdoor Life<\/em> that he intends to help a Harris administration build durable coalitions to keep hunting and recreational shooting access as part of federal-land management plans.<\/p>\n<p class=\"article-paragraph skip\">\u201cAs a member of Congress, I of course supported it. The one issue was and is the lead [ammo] on the firing ranges. But we expanded the [congressional] <a href=\"https:\/\/congressionalsportsmen.org\/who-we-are\/caucus-groups\/\" rel=\"noreferrer noopener\" target=\"_blank\">Sportsmen\u2019s Caucus<\/a> because it used to be [just] the hook and bullet guys. We expanded it to backcountry horsemen, Trout Unlimited, mountain bikers to say, look, we can share this land together and we\u2019re all gonna get pushed out if we don\u2019t figure out how to make this work for all of us.\u201d<\/p>\n<p class=\"article-paragraph skip\">Walz says he would resist gun restrictions on federal lands.<\/p>\n<p class=\"article-paragraph skip\">\u201cI understand the tension, and the argument that some people don\u2019t want guns on federal land, but I get it as a hunter. If we don\u2019t have [federal land access] and either state access or some of these access [programs], it\u2019s very difficult.\u201d<\/p>\n<p class=\"article-paragraph skip\">Backcountry Hunters &amp; Anglers CEO Berry says public-land management is a good litmus test of the presidential candidates.<\/p>\n<p class=\"article-paragraph skip\">\u201cI would hope that either administration \u2014 any administration \u2014 would affirm their commitment to maintaining America\u2019s public land system, whether it\u2019s BLM or Forest Service or National Wildlife Refuge. I think that should be a starting point regardless of party affiliation. These are resources that will continue to give future generations the opportunity to value our shared natural heritage.\u201d<\/p>\n<p class=\"article-paragraph skip\">But Berry says guns and the right to hunt and fish should also be litmus tests of a candidate.<\/p>\n<p class=\"article-paragraph skip\">\u201cI would hope a future administration would affirm their uncompromised support for hunting as the most socially, ethically, and environmentally responsible way to put meat on your table, but also as an irreplaceable conservation tool in managing wildlife resources and maintaining the integrity of natural systems that support all wildlife.
